Education technology should be targeted on the “education” and never simply on the “technology”. Before investing in and deploying EdTech, policymakers should ask what education challenges have to be addressed and what resulting change is desired. Policies must be holistic to account for instructor capability and incentives, applicable digital learning sources linked to the curriculum, and formative assessments that seize studying.
